“The ADA built on the Architectural Barriers Act of 1968, the Rehabilitation Act of 1973, and the Individuals with Disabilities Education Act of 1975. It also built on the 1964 Civil Rights Act, which banned discrimination based on sex and race in employment and public places. Most importantly, the ADA built on centuries of activism on the part of people with disabilities, and centuries of public debate over rights, citizenship, and engagement in civic life.”
